About us

The Victorian Competition and Efficiency Commission was established by the Victorian Government on 1 July 2004 under the PDF document State Owned Enterprises (State body - Victorian Competition and Efficiency Commission) Order 2004. (pdf 101 KB)

The Order in Council was PDF document amended (pdf 124KB) in October 2006 to extend the Commission’s role to assess the adequacy of the measurement of changes in the administrative burden of regulation.

The Order in Council was PDF document amended further (pdf 0KB) in October 2010 to: change the Commission's role to assess changes in the regulatory burden, rather than the administrative burden, of regulation; and extend the Commission's role to assess Regulatory Impact Statements for legislative instruments (to come into effect on 1 July 2011).

A PDF document consolidated version (pdf 33KB) of these Orders has been prepared for ease of reference.

The Commission has adopted PDF document conventions (pdf 21.2 KB) that supplement the Order in Council in respect of its internal procedures.

The purpose of the Commission Conventions for the Regulatory Reviews Function document PDF document (190 KB PDF) (126 KB DOC) is to cover particular issues of detail that are not addressed in the Victorian Guide to Regulation or Premier's Guidelines.

The Commission Conventions for the Competitive Neutrality Function (pdf 242KB) aim to provide clarity about how the Commission implements its competitive neutrality function.

Administrative Arrangements

What we do:

The Commission has three core functions:

 Reviewing regulatory impact statements and advising on the economic impact of significant new legislation.

 Undertaking inquiries into matters referred to it by the Victorian Government.

 Operating Victoria's Competitive Neutrality Unit.

Commissioners

The Commission is headed by a Chairperson and between two to four additional Commissioners who are appointed by the Governor in Council for terms up to three years.
