Dr Matthew Butlin was appointed Chair of the Victorian Competition and Efficiency Commission for a period of three years, from 1 October 2008.
Dr Butlin has extensive experience in the public and private sectors and was a Commissioner with the Productivity Commission prior to joining the Commission. He commenced his career with the Reserve Bank of Australia before transferring to the Commonwealth public service, with senior positions in the departments of the Treasury, Prime Minister and Cabinet, and Employment, Education and Training. He later joined the Business Council of Australia as Research Director before taking senior executive roles with CRA Limited and Newcrest Mining, and senior executive roles in two management consulting companies.
Dr Butlin holds a bachelor of economics with first class honours from the Australian National University and a PhD in economics from the Massachusetts Institute of Technology.
Dr Butlin has been a visiting economist at the Japanese Government’s Economic Planning Agency and was an external member of the Defence Department’s Defence Executive between 1998 and 2000. Dr Butlin has published in the fields of economics, economic history and management consulting, including innovation.
At the Commission, Dr Butlin has presided on the inquiry into environmental regulation and contributed to the inquiry into the sharing of government and community facilities.
