Advice from the Department of Treasury and Finance. The annual rate for 2008-09, as discussed in Section 5.2 of the cost recovery guidelines, is 3%. The Treasuer has fixed, by notice in the PDF document Gazette (pdf 272 KB), the value of a fee unit at $11.35 and the value of a penalty unit at$113.42 for the finanical year commencing 1 July 2008.

Commission Conventions for the Regulatory Reviews Function

The purpose of the Commission Conventions for the Regulatory Reviews Function document is to cover particular issues of detail that are not addressed in the Victorian Guide to Regulation or Premier's Guidelines.

Draft Regulatory Impact Statement Template

Please find attached a draft RIS template (doc 276 KB). The purpose of this template is to provide you with guidance as to how to complete a RIS as is based on the "Victorian Guide to Regulation". The template provides explanation of what is expected within a RIS on a section by section basis including examples of questions that must be answered within the analysis.

Please note that these guidance notes are contained within the hidden text of the document. In order to access this text users should choose "Tools" > "Options" > select "View" tab and then ensure that the box is ticked for "Hidden text".

The PDF document Small Business Regulatory Impact Assessment Manual (2007) (pdf 341 KB) provides practical guidance for policy officers on how to identify and assess the impact of regulation on small business, including advice on costing methodologies and consultation practices appropriate for this sector. This is also now an appendix to the revised PDF document Victorian Guide to Regulation (pdf 2.13 MB).
