The Commission incorporates and expands on the functions of the former Office of Regulation Reform and Victoria's Competitive Neutrality Unit. The Commission is administratively supported by the Department of Treasury and Finance, under a framework agreement between the Treasurer, Secretary of the Department and the Chair of the Commission. To facilitate more effective coordination of the Reducing the Regulatory Burden initiative, the VCEC and the Better Regulation Unit within DTF, share their lists of upcoming regulatory proposals.
However, to protect the independence of VCEC assessments, draft business impact assessments, regulatory impact statements or standard cost model reports provided by agencies and comments on those drafts are not shared, as this would be inconsistent with the framework agreement between the VCEC and DTF.

Departments should note that the Part 5 of the Premier's Guidelines made under the Subordinate Legislation Act 1994 requires consultation within government with any other agencies that might be affected by the proposal.

It is good practice to advise the Better Regulation Unit at an early stage of any proposal that is likely to result in a material change in administrative burdens, and thus affect the Reducing the Regulatory Burden initiative.
